I have discussed with
Professor Channon and agree with these proposals. But it is the Asquith Commission rather than the Education Advisory Committee which is immediately concerned with some of the problems to be investigated by this body and ought therefore to be informed of its appointment. Professor Channon agrees that this could best be done by a letter to the Secretary of the Asquith Commission which should. (a) explain briefly why this is being handled separately at the present stage as a planning measure; (b) point out that through the appointment of Professor Channon to this special Committee liaison with the General Higher Education Commission will be assured; and (c) state the definite intention to inform the Asquith Commission of the conclusions of this ad hoc Committee, thus enabling the former, if they so wish, to take account in their report of the special and immediate as well as the long term problems of higher education in Hong Kong and Malaya.
This letter would no doubt be circulated, on the direction of Sir C. Asquith, to the members of his Commission and Professor Channon would be ready and willing then to explain to the Commission, futher should they require
should they require any explanation, the special nature of this problem. I suggest that he should see the draft of the letter to Sir C. Asquith. After that has gone, Sir A. Dawe may wish to consider whether the appointment of this ad hoc Committee should be reported to the Education Advisory Committee.
